Bribe paid without asked for

I have applied for passport with my parents. When we received police inquiry for verification, everyone said that you would have to pay 100rs. per person to the officer. When we were done with the all the verification my dad himself asked and paid 300rs to the officer, just to ensure that we should not face any trouble in future with the passport form. So, now-a-days it has become as a norm to pay bribe even if the person do not ask for it. I am against it and I asked my dad why are you supporting bribe? Even though the officer did not ask you paid and that makes him to feel ok to take bribe.
