Bribe to Passport enquiry verification person

Hi,

I'm working in private company as s/w developer and my father is govt. servant. I have applied for passport last year and when enquiry comes at my home. At that time I'm at office and my father is not much about all these. After completing all formalities of verification enquiry person call me and ask to give 1500/- then he complete it. Firstly, I regret to pay anything because my father is also in govt job and he reply bad report to passport office. Then again I apply for it and pay that person 1000/- then he said if I pay first time then it will not take so much time. I'm not able to do anything. :(
