Bribe to pay property tax

I went to pay property tax at Kadubeesanahalli on outer ring road. the man at the counter was very courteous and helpful.
At the end of the transaction after taking the cheques he asked for form and processing fee of Rs. 300. Unsuspecting I promptly paid him.
I was surprised when he took the money in the way that nobody sees him, literally under the table.
When I asked him for receipt he said that they do not give receipt for this fee.
Only then I realized that I had just paid a bribe though unknowingly.
I did not argue as I knew that it will not bear any results and left the office.
