Bribe payed to claim back my money after 10 years

Well the amount is small but I wanna mention this episode my father fought and eventually won a fraud case against a person who had promised us a home n took away Rs.50k from us in year 1999!
After 10 years of fight that accepted his Crime and my Dad just ask him t give the principal which he gave in installments and the last installment of Rs.10000 was paid by him since my dad was out of city on 10th july,2011.He gave my dad the receipt number and told us to collect it as soon as my dad returns.We did it...but when we reached there the account staff member without any hesitation asked my Dad for Money and also told him tat "you are taking away 10000, we also want something and asked for Rs.500...but at last agreed a sum of Rs.200!
Also my Dad says our Judicial system is so slow that had we got that money in a period of 2 years we could have easily made upto 2-3 lac putting the entire sum in form of fixed deposit!
