Bribe for paying my own property tax

I had some arrears: 3 years of property tax to be paid. This is the only drawback from my side. So, I went to the Mahadevapura office in Bangalore to enquire on the formalities and a way to clean up my title till ********** so that I need not default further on my taxes.

There, the funniest thing is before going to the officer in charge, I will have to ********** couple of other guys (names X and Y) who are supposed to guide me how to fill a form for arrears. I approached them as there was no other door in front of me. There was queue there also. So, had to wait. After X hearing my story, he told he will do all that is needed as mine is a special case a needs attention. He asked me to wait. After finishing off all other cases in queue, X came to me and filled up my forms and gave me a figure of Rs.4000 apart from my tax amount which I have to write a cheque. I argued a lot but in vain. He then handed over the batton to Mr. Y who was an expert in dealing with money and he convince me that he could make me a deal for Rs 3000 (as if he was doing a big favour to me). At last the amount was settled to Rs.2000. Still I had to hear all the cribbings from them.

But after that the process went smooth. Now, I'm in a different country (where supposedly the corruption is less at least on a low level like this). The reason being there is some process which is known to all and is published to all and everyone follows it and mainly there is no other means to bypass it. So, that somewhat stops other ways for people to steal money.
