Bribe for paying road tax even with valid original documents

I got my two wheeler from Tamilnadu State, Got NOC from my native town without any hassles, when approached RTO Jayanagar for paying road tax I was asked to pay bribe of 350RS for the work even I was having all original documents with me. Middleman sarkar agent 250RS + fellow in cash counter 50RS + fellow who approved the tax calculation 50RS = Total 350RS. End of the day my work is done but its too paining for me, being born and brought up in a middle class family it hurts me very much.
