This was in year 1998: I had to pay Rs 200 to the police officer for verification pertaining to my passport application. The police officer was so shameless that he said "ye to dena hi padta hai report ke liye" (English = it is must to pay or your verification report will not go). Ideally the police should conduct the verification by inquiring from one's neighbours or other people but he came straight to my house and gave me the papers and asked me to get it signed from any of my neighbours.
