Bribe Police verification for passport.... most common & prevalent everywhere

We all know this is common everybody pays to the cops who come to your house for passport verification, why is their a reform to avoid this. Its common practice every cop demands from Rs100 to Rs500 for verification depending on a persons capacity to pay...we all know this still no action
