Bribe to Register a Charitable Trust

A couple of my friends and I had setup a public Charitable Trust in May 2007 with intention of helping poor students to study. I was working in Bangalore and my friends in Chennai. Prior to calling my friends from Chennai I had enquired about the registration office under whose jurisdiction our Trust address would belong. I was told it was the one on West of Chord Road. We prepared all the required documentation ready and on a fine day my friends traveled from Chennai to Bangalore. When we visited the Registration office in West of Chord road, there was no one to attend to us. When I went inside and checked with an officer, he was irritated and asked me to go and meet some people who are sitting outside. In the outer room about 3-4 brokers were sitting. When I approached them they asked Rs.1200/- bribe to get the registration done, and that the officer inside wouldn't consider any registration case unless he was paid a bribe. Inspite of explaining that its a Trust, they insisted that without paying 1200 nothing would happen. They then asked us to get a DD for about Rs.500/- don't remember exact amount on the name of the registration office. After getting everything ready they said that the trust address falls under the Jurisdiction of the Laggere registration office. We then had to quickly travel to the laggere office along with the Broker. The broker went inside the reg office and While we waited outside several documents etc were generated. Then our finger prints and photographs were captured and in a couple of hours our registration documents were handed to us. Because my friends had to travel back to Chennai and I needed to come off from office, we had no other option but to pay the bribe to get all this done. We were disappointed that corruption doesn't look at any cause. Am sure if registration offices are cleaned up of corrupt officers and the middle men, we will have taken significant strides in eliminating corruption.
