Bribe to register partnership firm under VAT and COT

While registering a partnership firm, our auditor took Rs 5000 as bribe to be paid to commercial tax department to register the firm under VAT. Later, due to erronous registration (what we wanted was to register under COT), to make the amendment cost us another Rs 5000.
