I purchased a pre owned car through a dealer. My trouble started when i went to Motor Vehicles, Beltala, Kolkata for registering change in ownership of the said car. First of all the area is virtually run over by "agents" (unscruplous people from nearby slum mostly), so much so that i couldnt just manage to go inside the building, also being a first timer in this process i was totally at loss. However as fate decides, i was rather compelled to get hold of one of those agents and after much haggling he agreed to do the job for Rs 4000 although the actual fees are much lower.
At that day he procured me the receipt for the necessary documents that i had submitted like the Form 28/29. voter Id , previous owner smart card, etc. He told me that my job will be done smoothly as i have submitted all the relevant papers and it is the same jurisdiction ie, Beltala it wont be a problem.
However a few days passed and then a month, but i got no news for him.
I visited the office once again and met with the agent and he said rather boasted that he had done all the necessary work but now the problem is the concerned officer wants the previous owner to come down for verification.
I met the concerned officer named, Mr B C Ray/Roy, Sub inspector (as i was told verbally by him), in the Process Case Section, and he was outright rude and told me that it is not his problem and i should better get hold of the previous owner and bring him down there otherwise the registration wont be done.
I cannot understand how can i bring the previous owner physically when he is not related to me and i brought the car through a dealer, but i had submitted all the necessary documents.
Finally i talked with the agent and he told me to cough out Rs 2000 more and the job will be done without even the owner coming as demanded by the officer. Thus i have paid total Rs 6000 while the actual cost is around Rs 1200, net Rs 4800 in bribes thanks to the esteemed MOTOR VEHICLES DEPARTMENT, BELTALA, KOLKATA, WEST BENGAL
