Bribe for Registering my flat

I recently got a flat and went for registering the my flat under K R Puram Sub registrar office in Bangalore, was shocked when I was asked to pay 12500 (Non negotiable) bribe, otherwise my papers will not be processed for registration. this is too much, without any choice / any help I had to shed away the amount to get the property registered.
