Bribe for releasing the bike from a parking area !!!

On August 24th by 1.15 PM I parked my bike in Vodafone Store, Indiranagar parking area. To my surprise a person was taking away my bike. As soon as I came out after paying my mobile bill, I saw the careless bike towers carrying away the vehicle (making lot of scratches while taking away). Immediately ran behind the police carry vehicle, I argued that the vehicle was in parking zone and there is lot many bikes still there parked. Upon argument, the cop states to pay a bribe of 300 to get the bike on spot or collect from the police station. When I agreed to collect from the station, he came down for a bribe of 200 and then 150. Since I had to rush to office, I readily paid Rs.150 and got the vehicle back.
All these amounts will go to his pocket and is there no law to prevent this harshly?
