Bribe for reporting stolen Motor Bike

Our motor bike got stolen from the outside our house, so we called moradabad Civil lines police station. Two of the constables came for the enquiry then said they'll keep an eye. So we went to the Polica station to report an FIR. They just took the paper copy and said they'll will wrtie the FIR later. When we went next time still they didn't write the FIR, they mentioned they are busy and they dont have time to write it down. Then one of the constable said, give Rs 1000 to deewan saab n then only he will write it otherwise they wont lodge the FIR and will ask to come back again and again.
So in the end we had to pay Rs 1000, just to lodge a FIR for the stolen bike...
