Bribe for the second address verification for passport

I reported a bribe paid at koramangala police station for Current address verification for passport.
That time i was told that my work is done and i would receive a passport in few days time. To my surprise i got a call from Adugodi police station asking for the documents as now they were verifying my previous address which happens to fall in Adugodi Police station area.
He asked me to bring list of document along with originals. I provided all required documents and the constable there (in front of inspector) verified all documents, prepared 2 set of documents to be submitted to passport office and told me that "all your documents are absolutely fine" we will send a positive report from here.

I said "Thank you" he said Sir please pay Rs 200/- and whispered in my ear that he has to give it to Sir (inspector sitting in front of him), who has his faced digged in newspaper behaving as if he doesn't know whats going on.
I gave him 2 100 rs note, one of which he passed to inspector in front of me.

While coming out of Station, i saw a big black board with message.
"There is no fees for passport verification in this police station" I laughed at myself and came back
