Bribe as Service Charge

When i was to go for passport verification i had been informed earlier by many people that u will have to give them a bribe of 200 rs. I though lets see if i can avoid it but till the whole procedure of verification got over they said nothing but wen everything was over and was about to move the police man sweetly said "aapka service charge 200 rupaye hua" and i had to pay them otherwise i wouldnt have got the passport. These policemen charge 200 rs. for verification of each passport applicant. Just imagine the amount of money they would be stacking on.
Later on i got to know a boy tried avoiding the bribe and that boy was made to come for verification every other day and was asked to bring something or the other for this police men.
Not able to understand why this corruption???
