Bribe for Service Tax Registration

I filled all the information on Service Tax Website, then I visited Kanpur Service Registration office for getting the Service Tax Registration Certificate. Although it was mere a printing of information provided by me and signing of appropriate authority but the Service Tax Inspector asked to give 1000/- for the work done. When I protested that this process if free and no registration fee is required, he replied you are correct but everyone will have share how can I wave this money. I contacted senior persons but got the reply I am not concerned of the matter so you do what he is asking it is matter of 1000/- rupees others are paying more than this.
