Bribe for sitting on the beach at night

I am a foreigner visiting India for the first time. I was sitting on a beach in Goa around 11pm, enjoying the full moonlight over the ocean when two officers approached and told me that I was not allowed to be here. When I asked why, they said that I might be doing something illegal or someone might come and mug me...so they told me I had to pay a fine or go with them, but with no paperwork to back it up. Nice introduction to your country!
