A Joint Development Agreement is a necessary document prior to commencement of construction of apartment between builder and owners. In our case, we were required to pay bribe of Rs 12250 in cash at the sub-registrar office in spite of having all necessary documents in order. By experience, I found bribes at Sub-registrar office more reasonable than those taken by the BBMP, BESCOM and BWSSB, which were exorbitant. Also, work at Sub-registrar office is quite efficient and completed within half a day.
