Bribe to pay property tax dues

Since I purchased a flat in Brindavan Apartments, 67, Cross Road, New Washermenpet in 2012 I did not pay property tax as I am a NRI and not knowing procedure. The building manager introduced me to XXXX who advised me to pay Rs.3,000/- as some other flat owners from the same building have paid already. Eventually I paid Rs.2,000/- and signed in a register. Still I don't understand that why I should pay bribe to pay tax dues.
