Bribe to traffic police

Me and one of my friend were going to watch a movie on my scooter but on the way we were stopped and taken aside by two traffic policemen who asked me to show the papers.I had all the relevant papers and then he said to show the pollution certificate of my vehicle.I didn't have one so he asked that there will be a challan.Meanwhile a truck emanating huge fumes of dark gas clouds from its exhaust passed by and I said to that officer that if my vehicle is making pollution that what that truck is doing,making love to atmosphere?? Hearing that the other guard took me aside and asked for 200 rupees so that he can calm down his senior who held my driving license.

Knowing that I had no option,I paid 100 rupees and managed to go away but in all this process I lost my Driving license with that officer.I thought that they will send the license via mail to me in some days as I was unable to find them on the same spot I met them earlier,but nothing came.So I had to apply for the license again,and this time when I went to the police station for the FIR,I was again asked by policemen for 100 rupees and there were 3 of them and one of them seemed drunk to me as his eyes were dark red and also he was unable to pay attention to anything anyone was saying,moreover he was slightly shaking while he he was sitting on the chair.

I know I have done a harm to the process but respected officers don't you think that the bureaucratic procedures are very cumbersome??There is a need for one stop point where all types of complaints can be met,and anonymity be ensured so that the person is not harassed later.
