Bribe under the name of 'miscellaneous' charges

• Registration of House
• Paid INR 2,500

This was for purchase of my house at chennai. Registration was done at pallavaram register office. And even before documents were prepared, they wrote in a piece of paper on estimated charges which included something called 'miscellaneous'. i wondered what it was and later was informed that it was meant for bribe to registrar!!
