Bribe for verification of details

This is a custom which is followed in the Kolsewadi police station to pay Rs.300 as a charge to get police verification done for passport. It is asked at the counter while verification and people just pay it without questioning...
That is what even I did, or else it is a fear of them not giving a clean report to passport.
