I got married in my native place Agra in Feb 1998 and then shifted to Bangalore in Nov 1998. I needed marriage certificate and approached Marriage registrar Bangalore office covering my residential area. Executive said the form is not correct and marrigae invitation card is in Hindi and he needed either in Kannada or English. Joint NSC also needed for minimum 500 rupees and it will take about 2 months for processing. Considering his requirements, it wasn't possible to get the certificate in time for the purpose I wanted. Executive asked rupees 300/- and everything will become alright. I agreed and executive issued the marriage certificate with in 1 week and I paid rupees three hundred. I personally not happy with this but paying 300/- saved my career.
