Bribed for registering a trust deed

It all happenned on 24 October 2009 when me and my friends went to the Sub registrar office in NR Colony opposite to the APS College.
Well all photos taken, signature of trustees done, one clerk called me to a vacant room and asked me to pay the fees. The actual fees was just about Rs.1650/- and he told me we must also pay for the officer.
I asked him how much and why ? He told Rs.5000/- !!!. It was a shock. I told him boss we are registering a NGO for Non Profit purpose and why should i give ? He told tahsildar will not agree, and you must pay.
I told him i can pay only Rs.500 to which he was not convinced and then told atleast another Rs.500..
Finally me and my friends gave the bloody clerk Rs.1000/- and kept wondering how these corrupt officials first quote a high bribe and then agree to what customer is willing to pay.
