While getting my driving license issued, I had to pay around 500 rupees as bribe to get the process done. The RTO Office in kanpur doesn't do anything without a bribe. What they do is, they fail you in every driving test you take, no matter how good a driver you are. They take you to a point where you have no other option but to pay the bribe whether you want to or not. They threaten you if you try to argue with them and show them reason. Try visiting the place once to get any work done.
