Bribing RTO to get licennse

I issued all required documents to renew my light vehicle driving license at Taddew RTO9 Mumbai Center)but i was told to go different windows each time. When one man guide me that i should pay Rs 50 and i will be obliged properly. I did same on the window and same clerck who earlier asked me to go other window. I got my documents signed by all authority thereafter. I also saw renewal fee is 200 Rs but Agents paying Rs 210. I also saw many others who did not pay bribe were asked to move other window or telling them that your form is not filled propperly. The bribing in RTO is rampat
