Building permit not issued but after bribe issued.

I have had the unfortunate experience of paying bribe many times. It's impossible to get any sanctions even when there are no violations. I personally know of some instances where property had to be sold due to non issue of building permit because bribe was not paid. For instance take the building next to Gulf Bazaar on Bank Road. The building is in total violation. Another case is a building on Kannur road, at the junction turning to 4th railway gate. The earlier owner was not given permission to cast a slab on an existing old building. The person had to sell the place. Now you will see a new building with ground floor and first floor. If you walk around town you will see innumerable buildings which are in total violation. The laws become flexible when bribe is paid. Nobody likes to pay bribe. But just try getting anything done without bribing.
We also need to be aware that we are also to blame. Does every individual or firm show 100% accounted business. Do we register property at the market price. Is this not corruption as well? Do 100% accounted business. Pay your taxes.
