West Bengal has a system of getting land mutated and converted before you can use for industrialization. After getting through that process, which itself took 6 months, the gram panchayat then said we are not allowed to yet build walls nor fill the land with more mud to raise it! For 2 more months we were arguing and getting to the point that we have got the legal conversion done. But their argument was that the neighboring land owners were not ready to allow it!!! Even after doing everything legally, i were forced to keep pushing development of my own land for a small factory and finally give in to their demand which was for Rs.10,000/- but negotiated successfully to *******
