BWSSB and Corporation ask for a hefty bribe for water supply connection

I had constructed a house and we needed a water supply and sewage connection to it. House as clear documentation and plan sanctions. I approached the BWSSB officials at Koramangala for the connection. I met the Assistant Executive Engineer, who directed me to a works supervisor. The supervisor, obtained all my residential details and called up a contractor. This contractor became my sole point of contact and interfacing me to both BWSSB and Corporation officials.

The contractor gave the estimate that the overall cost will be around Rs.90000. Which includes, Rs.20000 in BWSSB fees with receipt, Rs.8000 in municipal corporation fees, Rs.22000 towards material, rain water harvesting, Rs.22000 towards bribe for road cutting permission, Rs.18000 bribe for BWSSB officials.

I retorted that the bribe is hefty and I would not pay up. Contractor was ready with several reasons: My building had a deviation of 20% than what was sanctioned as per plan. Road cutting permission has been stopped for next 3 months, but only way to get it now, is it to pay up.

Left with no option and sensing that I have to run around to get this connection. I shamelessly paid the bribe demand and got the connection.
