Can't get DL directly

Hi,
I approached RTO, KR Puram on my own but deliberately failed in the DL test by the Inspector. They are conducting different tests for the people approach directly and people approaching through Driving Schools. In my case the inspector was standing at the cross roads and the aide asked me to show documents but didn't tell me that it was a driving test. I went to him from parking crossing the road on bike (barely 25 ft) and stopped near him to show my documents and got down in respect of him. He murmered that it is improper parking. Then the aid asked me to go for a distance and take a U turn. I went about 100mts and came back. As expected, he failed me in the test along with few others who approached them directly.
I checked with his assistant, he told me that I was failed and I can come after 1 week paying Rs. 50/- fee. I approached the Inspector, he told me that he can't explain where I went wrong but I may go to a Driving school. I just couldn't waste my time and approached a Broker and paid Rs. 750/- and got the license.
I was contemplating on filing an RTI request to get the statistics on How many people got the license directly and how many got the license through Driving schools.
