For transferring my car (regd. no.) from Gurgaon [HR 26 AQ XXXX] to a DL [9c XXXX] No. EVen all the things were in place, the RTO officer (thru) agent asked for Rs. 5000. He gave all the stories that DL no. is next to impossible to get, even if the car is euro -4, police verification will take place (police need to be bribed, in RK Puram office), Get a euro 4 certificate from ********** from Gurgaon plant, ... then asked me to go to ********** kunj to get the certificate. etc... etc... so ultimately, i paid & get my things done smoothly.
