I was short on time, since I had come to my alma-mater university after taking a leave from my workplace in Pune. After hours of haggling with the peons about getting the Chancelor to sign the documents (that I needed, to apply to schools in US) - The "sahab is busy", "his PO is busy", "come tomorrow", I realized that it was a nexus of the lower level staff, probably with the nod of the higher ups. I had to pay for "chai-paani" to get my marksheets from my university.
