Technically I wouldn't call it a bribe, the money was paid to a middleman(dalal), one of the many who sit outside the RTO office.

The Regional Transport Office here is a mess. Initially I decided not to pay a bribe and get the work done on my own, but soon realized that the process would take several days. Hence, I decided to approach a middleman, who finished all the work in half a day ... I would like to point out that the same clerks who were making me run around, did this middleman's work promptly. I never witnessed the bribe being paid, but on inquiring about any bribe to be paid, the middleman laughed and winked.

It is next to impossible to get your work done without paying to a middleman unless you are willing to waste two-three working days.
