Charge for valid PUC

This is not a traffic violation. I was in Mumbai for some official reason and my car registered in Gujarat. Around 6.00 pm on 13-Jan, near L&T signal (going towards Jogeshwari), traffic police stopped me and verified all documents and found ok. However, I was holding PUC of Maharashtra. I have taken PUC from Mumbai last time as it got expire during my visit.

Traffic police told me that this is not valid. He has detained my license. He said, you should have Main PUC from Gujarat. I argued that PUC is valid across India. There is no concept of Main or sub PUC. Any PUC will expire in 6 months. Since I have taken PUC from Mumbai which is very well valid in Gujarat. No other traffic police has raised concern on the same.

He told me to take challan and pay 600 in court but since I was arguing he demanded money and without that he was not giving my license back. I started giving 50 and finally end up giving 100 with no fault... later I regret, I should not bribe instead tell him to make challan

with google search - I found that section 116 sub para 7/8 PUC valid across India. However, I need consolidate information on complete requirement to fight with such kind of traffic police...
