Chief Fire Officer demanded large sums for handing over the Fire Advisory

Cheif Fire Officer C. Gurulingaiah demanded we pay 2 lakh rupees to release the Fire Advisory Report, since he "only" received 1 lakh last year, we were to make up the difference. His reasoning is a list of requirements either we have already complied with or are out of law requirements. At this point as a small business owner in an already suffering sector, I am struggling to pay salaries, this is something I can not afford. 350 people will loose their jobs if my company closes down. The report has been ready since 19th October. Either one of us directors have been in his office every day waiting for a meeting and he always insults us and throws us out, after waiting for up to 6 hours a day in his office. His assistant Girish collects amounts ranging from 50k to 5Lakhs and hands out the official challan to be paid and then demands 5k to 10k for himself before handing the report, all this at the MG Road fire office.
