From the clerk to the registrar

Sometime back I had gone to the new registrars office in RT Nagar / Ganganagar to register a sale deed for registration of the property. The builders "all-in-all" who gets involved and finalises all statutory requirements had gone to the "recently opened registrars office" around 12 noon (close to lunch hours) to prepare the registrars office of the event. Being a newly opened office and also since the market that time was LOW, the Registrars demand was Rs 15 K only? for a property worth 40 lacs. The registrar informed soon the "facilitation fee" will go up to 1% of the property value and that we were lucky!!. After the registration was complete at the time of collection of the original deed, the woman dispatch clerk insisted that we pay money first(TIPS) so that she can enter the document reference in the dispatch register for release!! I am sure right from Lok Ayukta to PM / president of this country will have to cough up this "facilitation fee" if the Registrars office is not aware of the position of the buyer / seller. Only God can help this country as the corruption has deeply entrenched into our fabric. India can offer MCBMA (Master Of Corruption and Black Money Administration course in IIMs /IITs
