College not refunded the amount what we have paid

we the students of ********** insstitute of science and technology, which is located at chevella ranga ********** district. our scenario is quiet different from the others. as we joined in the college earlier paid rs.4500 towards jntu fee. but thing is that as that total amount of fee was already sanctioned by govt of andhra pradesh in recent times, still college adminstration was not in a positinon to refund the amonut. almost all the coolleges in andhra pradesh had already refunded the thing to the respective students but our"s fate was different from others. approxmatily 200 and above students was suffering with same kind of problem.
please take it as a serious issue and please extend your moral support to us. since we are came from a poor background families cannot fight are withstand against those richers.
