Compulsary Bribe payment for passport verification

At Virar (E) Polica Station it is a mandatory custom to pay bribe for getting Passport verification done.
The Constable and Officer incharge openly ask for bribe and term it as "their Fees" for doing the verification.

They showed me a bunch of pending files and told me that for quick verification I need to pay Rs 500 as fees, otherwise it would take months fot the process to complete.
