Contractors doing a low quality job

Hi,
The municipal department decided to improve the sewage system by adding underground sewage line in the entire city. The project started a few years ago and today almost every road is destroyed with partial work done.
We witnessed the contractor laying pipelines not following the recommended process and violating the engineering design to save money.
Not sure what action can we take.
