I was stopped by cops for talking on the phone, was ready to pay the stipulated 1000INR fine on the spot with receipt. I was told that I can submit the documents and then starting Monday come down to the office @ Sec 50 to pay the amount and collect the document.

When asked as to why they cant collect on the spot? The answer was not authorized. He offered a way out which was simple.

Ideally, the Department should have violaters challaned on spot and fine collected then and there itself with receipt given.
