Cops ask by themselves for the money

For things to get it done to rather just to be good with police records i had to pay money as bribe. and the fact is that they ask by themselves for it which means its a mandatory criteria for every citizen visiting there. i just dont know how to handle it and anyways it takes the time for the procedures to be cleared so theres no need to do such a thing.
