Correction of the name printed wrongly

I was asked to pay money to make a correction in the E.B card.
I recently bought a new flat for which I had filled in the Name in the form legitimately. During the handover of the flat, i was really surprised to see the name printed wrongly.
When i asked the electrician, he told me that was the mistake by the department which he can't do much.
He took me to the EB office where the dept official had asked us to pay 300 for the correction.
I had no other option apart from paying the amount to get it rectified. Eventhough, it was a mistake made by the dept, i had to pay the additional amount.
Eventhough, it looks a small amount, it is the mechanism by which the ppl are forced to pay bribe.
