Corrupt system of subregistration

I did registration of property on 25-oct-2010. before that i did an enquiry on 22-oct-2010 regarding process and formalities.

I asked the valuator sitting in helpdesk these questions.

Do we need to take an appointment ?
No on first come first serve.

Do we need to get some brokers\stamp vendor to facilitate the process ?
No

How much extra will it costs other than stamp duty and registration charges ?
You get the papers based on the titles i will tell.I cant tell now.

I asked again any approximate amount ?
i cant tell now get the papers.

I asked again i need to bring the cash for the excess amount.
Same answer.

I asked agian approxmiately will it be in the range 5-10.
he told ********** be.

we came on monday 25-10-2010 with a lawyer to facilliate the process.
He told they wont ask now. when the sale deed goes to subregistar for fianl sign and approval we have to pay.

When the lawyer discussed with subregistar he demanded for 12 K later my lawyer convinced him for 7K. It seems he mentiond not only for me share should also go for district subregistar and everyone in office.

system is corrupted very much and cash will be given to a person located outside subregistar office. he was present in second floor of complex only.
