Corruption and graft system in JBT College, trapped need help!

I want to file a complaint against the ongoing corruption and bribe system in the JBT colleges, few months back my sister and her friends enrolled for admission in a JBT college she preferred unattending college and continue the study at home as the college is too far from our place, so college administration asked us to deposit 32000 Rs. extra for the attendance and the fee for the one semester is 18000 only and tell us that whenever they'll call her to come for the class or seminar we need to come to the college we agree on that but now whenever they call us asked us to bring money sometimes for the files or seminar fee they always demand money as a graft money and they never provide us the fee receipt, and not willing to give our certificates back which they are holding up.
I request you to please advice us, as these kids are trapped in this and don't want to continue with this because whenever they go they asked for money. Recently they asked for more money for the files and the practical marks but they have already submitted the files but still they are asking you need to pay 5000 more for this, when the girls raise their voice against this they started yelling on them. Now they are worried about all this what to do now because they think now they are cheating us. Please advice what to do now.
