Corruption due to vague rules

At Chembur near Eastern Expressway traffic cop stopped me and started checking docs..all was fine buy puc expired..then he pointed out film..
He took my license and said fine of 3500 to be deposited ..either court or near by station...i was travelling fron pune to Mumbai to attend some function..I was late too..I first requested to leave as mine was five year old vehicle fitted with 70% visible film, that time allowed..there were many other vehicles with similar film moving beside me..i didn't have much cash ..finally he accepted 500 and gave me receipt 100 ..don't know for what..he explained this is intimations for removing film..
My point is why create such vague rules..some incident or crime..they change whole system..crime can take place anywhere. lawmaker don't understand that such rules introduce corruption rather than anything else.
Further i have seen many vehicles with zero visibility films..but these same cop don't dare to intercept such people just because they may be some big shot.
On the other hand rubish PUC..this is just business for Traffic department. When we purchase latest vehicle with Euro 3,4,5 etc what that means? why u need puc for such vehicles every 6 months..its just to run their business and pocket money.
old Diesel vehicles, government buses, water tanker emit huge black fumes but no one stop and fine them.
I am driving petrol car for last 15 years but never seen its emissions levels above permissible limit.
So why keep such stupid rules which introduce only corruption and least helpful to curb real cause.
