As soon as one crosses the Iffco Chowk crossing he/she is stopped by the police(not traffic police). In the name of checking papers they usually find one or two documents missing and they call you to the side. Then they would start scaring you with huge amounts of challans and soon enough they will tell you about the easier cheaper alternative, the bribe. Firstly, they misinform people that even if they present the papers at a later time they will still have to pay the challan. Secondly, they scare the people with the hassles they will have to face if they confiscate the vehicle.
