Registrar office at ********** has a nexus between the advocates sitting just outside the office and the registrar who is also a revenue officer. It was may be december 2010 (sorry as I dont have a copy of the certificate showing date. After a long wait when nothing could be finalized the advocates told us how to get the certificate. Apart from his fees he asked for more for the office inside. He told the money can not go to registrar alone as all the employee divide that bribe money. After he went to nigotiate with registrar one Babu came out of the office and asked for 11000 thousand rupees. I was in immediate need of that certificate but I said that I will go to my wifes city to make the certificate then they lowered the demand to 2000 rupees. After we paid then only they told the process. They just provided a template of form and asked us to go and type 3-4 copies of that form. They also made us to type the certificate for them. they only took our fingerprints and signed and catlogued the forms.
