Criminals in concert with the New Delhi Police to steal from tourists and pressure for bribes.

My mother was visiting India from the US. The tour stopped in New Delhi. While visiting a temple there, she was pushed and as she fell someone stole her purse that contained her money and traveling documents (green card). When she reported it to the main police station she was told that she needed to go to the where the crime occurred. Unbeknownst to her the local bribery culture, it was inferred that she should pay a bribe is she wanted the police report. She refuse be involved in any bribe payment. The police told her that she needed to go to the local police station where the crime occurred to obtain a police report. I believe the New Delhi police in in concert with the local criminals to coordinate the pushing and stealing from tourists in that area, since it creates an avenue for them to generate bribes from the victims.
Unfamiliar with the local area, my 63 year old mother scrambled get direction to the local station. When she got there it was understood that police station that she initially visited called this local police station and give them with a heads up. But that was not to assist her in filing the report, but to concert a bribe from her. She never did get the police report, but was able to return to the US with a visa.
