Devanahalli CMC office is asking 50000 bribe to issue ekatha

I went to the Devanahalli CMC office today to get e-katha for my site ( I already have the hand written Katha) the punchayath officer asked me to meet Mr.Srinivas at the next room.. when I went and spoke with Srinivas at the CMC office, Srinivas demanded that I pay him 50000 Rupees in cash if I wanted my e-katha done.. please guide me how I need to proceed in this case to get my e-katha. Please help!
